中国河北省——南部非洲人才项目暨产能合作对接会在石家庄隆重举办
为了推进河北省与南部非洲人才、项目的引进与对接，加强河北省与南部非洲的引智交流与产能合作，由省人力资源和社会保障厅、省科技厅、省商务厅、省财政厅共同主办的“中国河北省——南部非洲人才项目暨产能合作对接会”，于2016年7月19日在石家庄太行国宾馆隆重举办。
河北省副省长姜德果、省政府副秘书长康彦民、省人社厅厅长王亮、省人社厅副厅长景庆雨、省财政厅副厅长高云霄、省商务厅副厅长董志方、省科技厅副厅长张永强、省产学研合作促进会常务副会长赵鹏出席大会并接见南部非洲代表团。
在对接会上，南非科学艺术院院士里菲利博士等19人的代表团组织了项目发布会专场。在人才项目发布会上，外方代表团发布需求合作项目12个，金雅迪国际交流服务中心向河北的高等院校、中小学及培训机构介绍了南非外籍教师资源；在产能合作项目发布会上，外方代表团发布需求合作项目12个，所发布项目涉及人才、矿业、能源、农业、教育、基础设施建设等多个领域。
河北省部分高新技术开发区、产业园区及所属企业负责人，科研院所、医疗机构、高等院校、中小学及培训机构负责人，共300余人参加了本次活动，并与外方项目发布单位进行了深入洽谈对接。据统计，当天共有8个项目完成签约，达成65个合作意向。其中，河北省产学研合作促进会与南非金雅迪国际交流服务中心签订了引智、产能对接合作协议。
省政府副省长姜德果会见了南部非洲代表团，并出席了签约仪式。姜德果对南部非洲代表团的到来表示热烈欢迎，对给予本次活动的大力支持表示衷心感谢。他说，河北省高度重视与南部非洲的交流合作，特别是“一带一路”战略实施以来，双方在对外投资、产业协作、科技研发、现代农业、人才交流等领域开展了富有成效的合作。河北省与南部非洲的合作有基础、有潜力，希望本着优势互补、互利共赢的原则，把河北的优势产能同南部非洲发展需求结合起来，鼓励支持技术先进、设备优良、经验丰富的企业到南部非洲投资建厂，助力经济社会发展。他希望各位外国专家能够将河北作为创业发展的乐土，进一步加强与河北的合作与交流，在深化合作中实现共赢发展。同时，进一步宣传河北、推介河北，把更多的人才、项目、技术、资金引进到河北，共同谱写互利共赢、合作发展的新篇章。
To facilitate Talent Introduction Project from Southern Africa, promote introduced intelligence communication and capacity cooperation, China Hebei－Southern Africa Matchmaking Symposium of Talent Project and Capacity Cooperation which is co-hosted by Hebei Department of Human Resources and Social Security (DOHSS), Hebei Technology Department and Hebei Finance Department was held in Shijiazhuang City on July 19, 2016.
Jiang Deguo, vice governor of Hebei Province, Kang Yanmin, vice general secretary of Hebei Government, Wang Liang, director of Hebei DOHSS, Jing Qiangyu, vice director of Hebei DOHSS, Gao Yunxiao, vice director of Hebei Finance Department, Dong Zhifang, vice director of Hebei Commerce Department, Zhang Yongqiang, vice director of Hebei Technology Department and Zhao Peng, vice president of Hebei Industry-University-Research Collaboration Association(HBIUR) attended the symposium and met Southern Africa delegation.
Dr. Refilwe, academician of South African Academy of Arts and Sciences, and other 19 members of delegation gave the project presentations on the conference. On the Talent Project conference, delegation published 12 cooperative intentions. South Africa Jinyadi International Communication Service Center introduced South African foreign teacher resources and training institutions to universities and middle schools of Hebei Province; On the Capacity Cooperation conference, delegation published 12 cooperative intentions covered area of talent, mineral industry, energy resources, agriculture, education, infrastructure and other fields.
Head of Hebei high-tech development zone, enterprises, research institution, hospitals, universities, middle schools and training institutions, over 300 people attended the conference, and had deeper talks with Southern African experts. According to the statistics, 8 projects were signed on the same day, and 65 cooperative intentions were reached. One of the signing was that HBIUR signed an agreement on talents introduction and capacity cooperation with South Africa Jinyadi International Communication Service Center.
Governor Jiang met the delegation of Southern Africa, and attended the signing ceremony. Jiang extended the warm welcome to delegation, and expressed the gratitude to their strong support of the conference. He said, we pay high attention on cooperation with Southern Africa, especially after the implementation of One Belt and One Road Initiative, both sides developed fruitful cooperation on overseas investment, industrial collaboration, technology research, modern agriculture, talent communication and all sort of fields. There is a strong basis and huge potential for our cooperation, thus, in the spirit of complementary advantages, win-win strategy, combine Hebei capacity advantages with development needs of Southern Africa. And encourage the experienced enterprises with advanced technology, excellent equipment to invest in Southern Africa to boost local economic and social development. He wishes that foreign experts would see Hebei Province as a paradise for entrepreneurship, and further strengthen the communication and cooperation with Hebei Province to realize win-win development of both sides. Meanwhile, further publicize and introduce Hebei, attract more talents, projects, technologies, funds for Hebei to write a new chapter of mutual benefit and cooperation development.
