中关村国际创新周开幕式暨中关村智造大街启动仪式正式启动

     

——“中关村智造大街”亮相　支撑科技创新，推动产业转型升级
   “中关村智造大街”位于海淀五道口腹地，北起双清路，南至成府路，全长380米，优越的区位优势和浓厚的科技氛围让这里迅速汇聚了一批专业服务平台和国际化创新机构。大街以“创意转化和硬件实现”为目标，以全链条服务和创新育成为特色，涵盖了敏捷制造，工业设计，技术研发，检测认证，小批量试制，科技服务，市场推广，形成了支撑创新的北斗七星产业生态，通过平台化的服务“一站式”解决创新企业的服务需求。
    而这也成为这条智能制造大街区别于一般产业聚集区、产业园的关键特点。一般产业园仅仅提供类似企业聚集空间，缺乏整体的产业链、供应链等专业服务。在中关村智能制造大街，围绕人工智能、智能硬件等领域的产业链资源、专家资源将形成独特的创新生态，构成“懂智造”的服务生态。
    中关村海淀园相关负责人说，中关村智造大街还将进一步实现四个功能定位：智能硬件产品创新，专业力量实现从0到1；智能制造标准创制，推动国际国内标准制定、推广；国际技术交流，融合全球人才之智；科技成果辐射推广，汇全球高端科技。
    中关村智造大街还将成为海淀产业升级的新支点，向北延伸撬动西三旗地区持续转型发展，与中关村大街、中关村创业大街形成三街联动，支撑双创走向高精尖，助力北京产业转型，进一步推动实现引领辐射京津冀协同创新。
    未来三年，中关村智造大街技术成果转移转化将突破10000项，技术交易额超1000亿，其中50%以上辐射京外，合作园区100+，服务企业10000+，带动收入5000亿元。

    ——高端要素聚集海淀
   北京市海淀区相关负责人说，规划这个街区目的，一方面是要进一步展现科技创新中心战略地位，围绕人工智能等高端核心技术，打造高端智能制造创新要素聚集区；同时也是要在海淀既有创新创业、信息技术、高校院所、科研实力、人才聚集优势上，进一步抓住全球产业发展趋势，通过围绕智能硬件产业链布局，增强软硬结合能力，积极抢占智能制造制高点和话语权，形成能够对标美国“先进制造伙伴计划”、德国“工业4.0”等前沿战略的新路径。
    据介绍，街区整体景观突出“智能制造产业高端要素聚集”的特征，实现功能分区：建设国际技术创新交流区、创新成果体验展示区、智能硬件创意实现区、产业育成加速区、创新型高成长中小企业聚集区等，并促进形成产业上下游联动。
    在具体产业规划方面，“中关村智造大街”将打造“人工智能、智能硬件”产业链、“国际智能制造”产业链、“国际新技术新产品交流辐射地”以及“高端创新服务要素聚集地”等布局。
    经过半年的调整梳理，街区目前已汇聚了“人工智能和智能硬件创新平台”、“智造项目成果转化平台”、“国际技术交流转移平台”等多类服务主体。目前街区已有中国电子标准研究院、ARM加速器、硬创梦工场、云智造、京东方等平台服务商，北京协同创新研究院、中科创星、中科飞龙等中科院项目转化平台，英特尔研究院背景的智能驾驶转化项目，并引进美国Plug & Play公司总部落户中关村核心区。另外，由北京市人工智能与智能硬件创新中心也入驻中关村智造大街，成为助力大街发展的重要举措。
    而已经入驻街区的“智造类”创业企业也形成了高端汇聚特征。街区目前聚集了幻境时空、国承万通、精唯信诚、汉唐自远等创新型科技企业，涉及物联网、传感器、人工智能、虚拟现实、3D打印、机器人等智能制造重点领域，入驻企业产值已达30多亿元。如果按照街区长度计算，街区平均每米创造产值近800万元。
    北京市海淀区相关负责人说，通过智造大街创新创业服务生态体系的建设，增强中关村智能制造产业的核心竞争力，将带动中关村乃至北京市智能制造产业近１００亿产值的提升，推动我国智能制造产业向高端化和国际化迈进。

    ——从支撑、跟随到引领：政府服务创新的样本
   实际上，当镜头从“中关村智造大街”拉开，放眼整个海淀区，创新高地正通过不断的“再创新”持续焕发活力。持续的改革创新、提升服务水平则成为海淀创新高地的重要经验。
    上世纪八十年代，ＩＴ技术成为海淀为全国所熟知的招牌产业。在快速萌生的信息化设备市场，海淀积极促进服务构建了产业聚集区域，催生了联想、浪潮、神州数码等一批信息化巨头。
    顺应趋势，海淀搭建了产业创新者聚集的舞台“中关村电脑节”。１９９８年５月８日至１２日，北京市及海淀区人民政府主办的“第一届中关村电脑节”亮相，有８０多万人次参与了专题报告会、科普活动、法律咨询、计算机软硬件精品展等活动。而此后，中关村电脑节也成为世界洞察中国ＩＴ产业的关键窗口，一大批国内外技术人才快速成长壮大。
    ２０００年，互联网浪潮快速袭来。海淀中关村通过汇聚资源禀赋，形成了“一城三街”创新格局，一批创新“瞪羚”诞生；到了２０１３年，海淀创新模式，用市场力量打造２２０多米长的“中关村创业大街”，成为中国创业创新新地标；２０１５年，海淀持续发力，以７.２公里的中关村大街为着眼，打造中关村大街升级版，支撑双创走向高精尖……无论是“一城三街”的整体规划、持续升级，还是“中关村创业大街”的成功“腾笼换鸟”，海淀皆展现了政府的手如何服务创新的智慧：顺应热潮、巧妙布局、借力市场、提升实力。
    如今，“中关村智造大街”诞生则体现了新的政府服务创新的智慧：着眼经济主战场，提前部署引领，让区域成为下个经济“风口”的风向标。
    一方面，政府锁定发展方向、政策规划。在前期走访中，海淀园根据实地调研和综合比选，考虑到清华大学东门周边高校院所云集，地理位置优越、国际交流频繁且房屋产权较为集中，具备快速实现转型升级的多项有利条件，于是便决定依托成府东小街、清华东街沿线打造智能制造街区。
    另一方面，通过市场化机制组建“北京海东硬创科技有限公司”这一市场主体，负责业态调整、产业集聚、资源汇总及品牌促进等。“如此一来，街区的打造便不再是政府赤膊上阵，而是借力市场，推动资源再聚集。市场机制将带来专业的人才、技术、资源、品牌等资源，政府做好专业服务、公共服务即可。”
    海淀园相关负责人说，未来政府将更好地扮演“服务员”角色。海淀区正在逐步设立针对“智造平台服务类企业的考核奖励指标”，同时，探索建立“园区＋平台＋基金＋联盟＋品牌”的全链条服务机制。
    多年的创新实践中表明，海淀就是凭借持续改革、服务市场的动力，持续打造全国的创新高地。未来海淀区还将紧紧抓住新一轮科技与产业变革的发展机遇，发扬全国科技创新核心区优势，为建成有全球影响力的科技创新中心而不懈努力，创新一直在路上。

Haidian District in Beijing is a dense area of Chinese innovation resources, which has a 380 meters long service chain of “Big Dipper” in manufacturing field. “Zhongguancun Wisdom Street” Project which aggregates agile manufacturing, industry design, technology research, inspection certification, small batch production, technology service, market promotion and other services was launched on July 23. The New Street Project insists on government’s push and market-oriented and promise to make a big breakthrough in smart-manufacturing field. This marks as the first national innovation demonstration base, Haidian District Beijing has provided a stage for speeding up innovation service to a higher level, supporting the connection between innovation and economy transformation and upgrading, technology display, publish and communication. Huai Jinpeng, vice minister of Industry and Information Ministry, Sui Zhenjiang, vice mayor of Beijing and other leads from different sectors attended the launch ceremony.
 
Comply with the trend of innovation and demand, holding up the technology enterprises, Haidian District is playing a role as a bridge between government and enterprises, technology and industry, has become the model of regional innovation development.
 
“Zhongguancun Street” is located in the hinderland of Haidian Wudaokou, from the Shuangqing Road in the north to the Chengfu Road in the south, 380 meters in length. With the location advantage and strong scientific atmosphere, it absorbs many professional service platforms and international innovation units. Aiming at the ideas transformation and the implementation of the hardware, featuring the service-chain and innovation, covering the field of agile manufacturing, industry design, technology research, inspection certification, small batch production, technology service and market promotion, which support the Big Digger ecological industry. To address the innovation enterprises’ needs by one-stop service platform.
 
The Zhongguancun Street is different from the traditional one which only provides accumulation spaces for the enterprises, but lacks industry chain and supply chain and other resources, hardly form an unique innovation ecological.
 
Responsible person in Zhongguancun Haidian Park says that the Zhongguancun Steet will make a further promotion for realizing 4 functional orientations, which are smart hardware products innovation; standers establishment of smart manufacturing; international technology communication and technology achievements promotion.
 
The Zhongguancun Street will become the new pivot of industry upgrading in Haidian region, help with industry transformation in Beijing and promote coordinated development in Beijin Tianjin and Hebei region.
 
In next 3 years, the Zhongguancun Steet will make a breakthrough on scientific achievements transfer which will be over 10000 projects, and volume sales will exceed 100 billion yuan.
 
The Zhongguancun Street Project is trying to show the importance of technology innovation. Using artificial intelligence and other high-techs, build the accumulation area of high level smart manufacturing; And with the advantages of information technology, higher education institutes, research capability and talent accumulation, further grasp the industrial development trend.
 
As the researches explain, the street of entire-landscape will highlight the characteristic of “gathering of high level smart manufacturing” to realize functional zoning: establish communication zone of international technology innovation, display area of innovation achievements, creative realization of smart hardware, and so on. And promote the coordinated development of upstream and downstream industries.
 
On the concrete planning, Zhongguncun Street will build “artificial intelligence and intelligent hardware” chain, “international intelligent manufacturing” chain, “international new technology products zone”, “high level innovation congregate” and other layouts.
 
It will enhance the core competitiveness of intelligent manufacturing in Zhongguancun, drive the production value of more than 10 billion yuan of Beijing intelligent manufacturing industry, and promote our intelligent manufacturing to a higher level.
 
On the on hand, the government focuses on development direction and policy planning. During the visits of preliminary work, According to the field research and the comparison, considering many universities are gathering around the Tsinghua University, which has a location advantage, frequent international communication, and the housing property is concentrated in the area. This area has many advantages for enterprises to realize transformation and upgrading rapidly. Hence, rely on the Chengfu East Road and Tsinghua East Road’s advantages to build an intelligent manufacturing street.
 
On the other hand, establish the Beijing Haidong Hardware Technology Company by market system. The market is in charge of the adjustment of industry structure, integrating resources, industrial agglomeration, brand promotion and so on. So street building is not only the work for the government, but also needs the support from market to promote resources conglomeration. The market system will absorb more professional talents, technologies, resources, and brands. The only thing for the government is that providing professional services and public services.
 
The government will play a role as a “waiter”, and build up the “performance examine for smart platform service enterprises”, and set up the one-stop system of “Park + Platform + Fund + Alliance + Brand”.
 
Innovation practice for many years has proved that Haidian district has built a national innovation highland through continuous reforms and the market serving motivity.
